Layered safety begins with high visibility — reflective tape, stop-arm lights, and clear signage. Next, staff and student training ensures that procedures are followed consistently at every stop. Finally, technology and enforcement reinforce safe behavior, but cannot replace proactive safety measures.


The NTSB, NHTSA, and NASDPTS all recommend this layered approach as the most effective method to reduce risk and prevent accidents.
