Foreseeable Risk Is Not the Same as Rare Risk

One of the most misleading safety assumptions is equating infrequency with improbability.


Many serious incidents are statistically rare yet entirely foreseeable.


School bus stop incidents fall into this category. They do not happen every day in every district, but when they do occur, investigations often reveal known contributing factors.


Visibility limitations. Student unpredictability. Driver confusion.


These are not surprises. They are recurring themes.


Effective safety planning addresses foreseeable risk regardless of frequency.


This has prompted some districts to explore targeted interventions that operate only during peak exposure windows.
